Who Are the “Civilians”?

“More than 580 civilians and 100 soldiers have been killed since the revolt began, rights groups say.”

Are “civilians” that attack and kill soldiers civilians? And if so, how do guerillas differ from civilians? Or are guerillas civilians and therefore governments must not resist them lest they be accussed of killing civilians by the US and Western Europe?
